中国保税区向自由贸易区转型的研究

Research on the Transition from China's Bonded Zone to Free Trade Zone

本文根据管理科学的原理,运用POSMEP法,对我国保税区的转型进行研究。以历史和发展的眼光对我国保税区的发展与改革作了客观回顾,在此背景下,论证了保税区向自由贸易区转型的必要性。同时在指明保税区向自由贸易区转型的指导思想和原则的基础上,提出了转型的具体步骤。

This paper focuses on the transition from China's bonded zone to free trade zone. From the historical and developmental sight, this paper runs back over the development of China's bonded zone in and discusses the three seedtimes, namely construction and earlier development, fast development, adjustment of strategy and transformation of system. Under these environments, free trade zone is the only way for China's bonded zone. This essay analyzes the guidelines and proposes the strategic stages for transition.
