我国汽车产业技术能力发展战略

The Technological Development Strategy for Automobile Industry of China

20年的合资发展历程,使汽车产业成为我国五大支柱产业之一。但是,我国汽车产业的自主研发能力没有得到显著提高。从政策面讲,国产化偏好、严格的行业管制、合资模式的弊端以及转轨时期体制特征等是制约汽车产业技术能力提升的主要因素。本文认为,产业政策的调整、充分竞争的市场环境、自主研发权的掌握以及建立与市场经济相适应的企业制度,是提升我国汽车产业技术能力的有效途径。

20 years of joint-venture in automobile industry has made it be one of our five pillar industries. But the independence R&D capability of our automobile industry has not been improved obviously. From the angle of our automobile industry policies, we conclude that the preference of localization of parts and components, strict regulation of automobile industry, shortcomings of present joint-venture mode, and the characteristics of state-owned corporations in transitional period are the main factors which restrict the promotion of our automobile industry technological capability. So the adjustment of our automobile industry policies, perfect competition, mastery of the independence of R&D and corporation systems that consistent with the market economy are the effective approaches to improve the technological capability of our automobile industry.
