将无障碍设计针对特殊人群扩大到任何人,只有充分考虑每一位使用者的实际需要,对坡道、扶手栏杆、建筑物出入口、娱乐休息设施、防风雪通道及标志物有针对性地进行适合人们使用的功能设计,才能有效地提高建筑环境质量,改善由于现有建筑物无障碍环境不佳,给人们(包括任何人)带来的很多不便,体现"以人为本"的设计宗旨。

The design of no-obstacle environment was extended from the special crowd to anyone.Only if the practical demands of every customer are taken into full consideration,which included the demands for ramp,rail,entrance and exit,entertainment-facilities and storm-defending allyways and symbolic marks,and only if the function design is aimed at adjusting to the customers' practical use,the quality of architecture environment can be effectively and greatly enhanced.The design purpose of 'human-oriented and human-based' can be embodied by improving the architecture environment and eliminating the inconveniences brought out by the bad no-obstacle environment of architecture to anyone.
