About Making Information Known to Public and Keeping it Secret

信息公开与保密是政府信息化工作中两个同等重要的课题。信息公开的目的是促进政治民主、经济发展和社会进步,保密是为了维护国家的安全和利益,二者都是国家利益之所在,不可偏废。当前,我们必须将保密问题放在信息公开的背景下加以思考,同时,要正确理解和处理好信息公开与保密工作的关系。

Making information known to public and keeping it secret are two equally important topics for IT application in the government's work. The object of the former is to promote political democracy, economic development and social progress, while the latter is aimed at maintaining the country's security and safeguarding the people's interests. They both bear on the country's interests, and thereby neither should be overemphasized at the expense of the other. At present, we should deal with keeping information secret against the background of making it known to public, meanwhile we should deal well with the relations belween making information known to public and keeping it secret.
