对转轨经济时期政府失灵的思考

The Government Malfunctions in the Economic Transformation Period

政府不是万能的,政府也存在失灵问题,政府失灵直接限制了政府经济行为的实施。目前,我国正处在由计划经济向市场经济转轨时期,针对我国现阶段的市场状况,政府不是一般地去校正市场失灵,而应谋求构建市场运行的规则,通过扩张和培育市场,实现在一定程度、一定阶段上政府对市场的部分替代。

Government is not almighty,for there is possibility of malfunction. The government malfunction obstacles the application of governmental economic behavior. At present,China is at the turning point from planning economy to market economy,so according to the current market situation,the government doesn't correct the market malfunction,but to establish rules for market running. By expanding and cultivating the market,the government will,to some extent and in some period,replace the market partly.
