Investment Environment Assessment System

投资环境是一个综合的概念,包含硬环境和软环境、局部地区的环境和国民经济总体环境。投资环境的好坏,直接影响着投资风险的大小和投资效益的高低。投资硬环境相对容易通过基础设施、自然条件等指标进行判断,而投资软环境所涉及的变量多、主观性强,且有一定的偶然性。本文利用层次分析法,将投资软环境分为三个层次,以设定权数的办法找出了一种将主观性与定量判别相结合的评价方法。

Investment environment is an integrated concept that includes hard-environment and soft-environment, local and country's environment. It is a key factor for investors to judge the revenues and risks of the investment.Hard-environment consists of nature condition and infrastructure, and soft factors are law, culture and government regulations etc. Which have many variables and are subjective and by chance.This paper puts forward a method to assess the soft-environment by analysis hierarchy process(AHP). This method combines the subjectivity and objectivity in scale the importance of every factor.
