Tentative Analysis of the Connotation of Building The Ruling Capability of the Communist Party of China

党的执政能力一般是指通过合法的途径在国家权力中占主导地位并凭借国家权力将自己的治国主张贯彻于国家政务管理过程中的活动能力。执政能力的主体不是党组织,而是通过合法方式进入国家权力机构的党的代表,党的领导与党的执政含义不能等同。党要提高执政能力,需要提高制定法律法规并运用法律法规管理国家公共事务的能力,改善党的执政方式,增强党的代表履行执政职能的本领。

The ruling capability of a party usually means its capability to act in the organ of the state power as a dominant force established by the law, and, relying on the state power, to bring its opinions and ideas on administering the country into the process of administration of government affairs. The main body of a ruling party is not party’s organizations, but its representatives who enter the organ of the state power through legal process, thus the party leadership should not be equated with the notion of party’s rule. In order to increase its ruling capability, the party should improve its capabilities of making laws and regulations, administering the state public affairs according to law and regulations, improving the way of its ruling and the ruling performance of party’s representatives.
