From Policy to Law:the Transformation of CCP’s Power Acting Basis

中国共产党执政方式经历了从主要依靠政策到既依靠政策又依靠法律,再到主要依靠法律的转变。执政依据的转型要求共产党树立依法执政意识,完善立法,加强干部法制教育,建立健全权力监督机制,处理好政策与法律之间的关系,保持政策的合法性。树立依法执政意识是实现转型的基础,完善立法是实现转型的前提,加强教育,增强干部法制观念是实现转型的关键,建立健全权力监督机制是实现转型的保证,要正确处理政策与法律之间的关系,保持党的政策的合法性。

Policy and law are the major basis for CCP’s power acting. The modes of CCP’s power acting have experienced the transformation from policy-oriented to both policy and law orientation, further to law reliance. The transformation of power acting basis needs CCP to develop the consciousness of legal administration, to perfect legislation and set up a set of mechanism for power acting supervision and to maintain a sound relationship between policy and law so as to retain the validity of CCP’s policies.
