本文探讨了在我国经济体制深入改革的新形势下，造纸工业发展的动力与主要制约因素，以及行业持续发展值得重视的一些问题。

Chinese paper industry developed at a remarkable high speed during past ten years. A future huge home demand of paper and paper board is predicted. How to maintain a sustainable development of the industry is discussed in this paper, it suggests that not only developing speed , but also efficiency and environmental protection of the industry should be considered. Efficiency will be the major premise in order to overcome the difficulties faced , to make the industry more profitable with much better market competitive ability and also to meet the environmental requirements.
