Technological Capability Development: Follow the Right Sequence or Do the Right R&D

现有的研究认为,发展中国家的企业培养自主技术创新能力,首先应引进国外技术,消化、吸收、然后创新。研究表明,这样一条路在我国已经很难走通,特定的R&D活动才是影响企业自主技术创新能力培养最直接、最根本的因素。讨论了这一发现对我国企业培养自主技术创新能力的战略和政策意义。

The existing literature argues that firms in developing countries should follow a specific sequence in developing technological innovation capabilities: first buy foreign technology, then absorb the technology, and finally develop new technology internally. Our study shows that this is not effective for firms in our country. The underlying factors affecting technological innovation capability development are the specific characteristics of firms' R&D. We also discussed the strategy and policy implications of this finding.
