摘要
在产业组织的运营内部,存在着城市公共安全的初级预警环节。建立城市公共安全两级预警机制,可从结构上区分城市公共安全的隐患主体,保证对其风险控制的快速、动态、分级、多层次的功能要求。探讨了基于原发事故预防的城市公共安全初级预警的基本模型及其理论依据,并就建模技术提出了一个集成化构想。
In the operational process of industrial organization, there is a primary forecast procedure regarding with public safety of city. We can identify where the hidden danger of city's public safety is from by establishing a procedure with Two-Level Forecast (TLF). According to this procedure, the city's public safety risk controlling can be carried rapidly and dynamically. At the same time, the risk controlling is classification and administrative levels by this way. The authors explored one basic model of public safety of city aiming to prevent original accident. At last, an idea about integrated technology that is how to build the model is suggested.
