摘要
本文通过对网络安全面临的威胁和网络安全存在问题的分析，提出网络安全最大的隐患来自内部，要解决网络安全问题，首先应该重在“防”，然后才是“治”，并有针对性的提出网络安全问题与对策，为网络安全工作探索一条新思路．
By analyzing the threat and security for excess computer network, this essay draws the conclusion that the vital danger in net comes from its inside.In order to solve the problem, this essay put forward the thought 'Prevention first, Solution second' to provide an answer with net security and show a new way for the net security.
