摘要
《著作权集体管理条例》的颁布实施,是数字时代到来和网络不断扩张的必然结果。一个结构合理的著作权集体管理制度可以有效地平衡著作权人、网络传播者及公众等多方面的利益。作为一种新的制度,著作权集体管理制度还有很多问题需要我们的反思与重构。
With the coming of digital times and the extending of internet, the Regulations of Collective Management of copyrights was promulgated. A reasonable system of collective management of copyrights can effectively balance all kinds of interests among the owners of the copies, disseminators in internet and the public and as a kind of new system, which still has a lot of problems to be solved.
