US Safeguard Measures on Textile Imports:Legislation and Practices

后配额时代对于中国纺织品的出口来说,虽然不需再受配额的限制,但却遭遇了来自欧美国家形形色色的贸易保障措施。文章通过对美国出台的纺织品保障措施的条款及其相关部门对具体案例审理程序的阐述,评析了这种做法的不公正和不合理之处。指出中国政府必须采取有效途径迫使其改正,不然一旦其它国家仿效,后果极为不利。

In the post-quota era, although China's textile export is no longer subject to quota restriction, it has encountered various trade barriers set up by the United States and the European Union. By discussing the articles of the safeguard measures staged by the United States on textile import and the investigations on certain cases initiated by related US authorities, the article analyzes the unfair practices implemented by the United States to block the textile exports from China. It points out that Chinese Government should take effective measures urging the United States to give up unfair trade rules, or once other countries follow suit would cause adverse effect on China's textile trade.
