人力资本信用管理机制研究

摘要 阐述了中国银行、税务等部门应在政府专门机构的领导下整合个人和企业的信用数据,构建公用数据库,供给微利型的人力资本信用公司使用,为人力资本定价提供良好的应用基础;同时,应建立面向国际社会开放的学术打假网络机制,兴建防止人力资本被“腐蚀”的清洁工程,提高全民族的知识创新水平。 In the paper, it is dealt with that, under the leadership of special governmental agencies, banks and governmental taxation departments, etc. should integrate credit data of individuals and enterprises, and set up public databases available to small profit seeking credit corporations of human capital in order to provide a satisfactory application foundation for the pricing of human capital. At the same time, it is necessary to form a network mechanism oriented to international community for launching attacks on academic counterfeiters, and constitute cleaning projects against the 'corrosion' of human capital so as to enhance the level of knowledge innovation of the whole Chinese nation.
