追求自身利益或效用的最大化是“经济人”假设的基本内容。利益是社会发展的内驱力 ,制度应利益分配与生产的需要而创设 ,又随利益关系重新调整的愿望而创新。社会主义市场经济体制下 ,强化利益激励机制 ,坚持以人民利益为导向 ,建立适应市场经济发展的新制度 ,是当前我国公共管理工作的重心所在。

Interest is the inner motive power for the development of society. System is created with the demand for interest distribution and producing,further more,innovated with the desire for adjusting again the interest relation. The potential interests motive system innovation,and the system innovation is for the sake of satisfying the interest demands better. It is the most important work of our public management that strengthening interest incentive mechanism,insisting on the people's interest guiding,and setting up new system to adapt for the development of socialism market economy.
