The Essence of Russian Policy to China Through the Two Russian Declarations

苏俄两次对华宣言诞生于苏维埃政权建立之初和国际帝国主义疯狂干涉时期。因此,它的诞生不仅标志着苏俄对华政策的根本性转变,更为重要的是,苏俄希望借此来改善苏中两国关系,尽可能地建立军事同盟,以此来打破协约帝国主义的包围封锁和得到中国的有力支持,为苏维埃政权的巩固和发展赢得有利条件。

The two Russian declarations to China were born in the period when the Sovietism was just set up and the Triple Entente was interfering.As a result,the two declarations were not only an essential transformation of Russian policy to China, but also the more importment was that Russia expected to depend on it to improve the relationship of Russia and China,and even built up martical confideration with China,because it would contribute to destroy the surroundings and quarantine of Triple Entente and gain help from China.At the same time it would be propitious to the confirmation and development of Sovietism.
