国有企业在决定自身命运的改革过程中几乎没有任何选择的余地,从来都是在扮演一种相对被动的角色和处于从属的地位。这是国有企业改革陷入困境的根本原因所在。所以,必须彻底根治国有企业改革过程中的政府替代选择,给国有企业以自主改革的权利,让国有企业自己决定自己的命运。

The state-owned enterprises almost have no room to make their own decision in changing their own fate and have always played a relatively passive role and been in a submissive position. That is the key reason why the state-owned enterprises are confronted with difficulty in the reform. As a result , effective measures should been taken to eliminate the government′s substitution for the state-owned enterprises in making decision, and return the right to conduct self-reform , thus these enterprises can decide their own future.
