摘要
作为理想类型,科层制在现实运行中注定是一个矛盾体,在中国特定的背景条件下,科层制可能意味着更大的风险。中国当前行政体制中的核心问题在于科层制弊端与封建专制主义的结合。因此,借鉴科层制的合理成分,发扬民主,健全法制,强化权力制约和监督,是我国政治体制改革的中心任务。
Bureaucratic apparatus, an ideal type,is bound to be a contradiction and means a larger risk under China's particular circumstances.The core of China's current administrative structure lies in the combination of malpratice of bureaucratic apparatus and feudal autocracy.Thus the principal task of China's reform of political structure is to scientifically make use of bureaucratic apparatus,develop democracy,perfect legal system,strengthen the restriction on power and the supervision of power.
