加强作业层建设是施工总承包企业持续发展的当务之急

按语:管理层与作业层分离是大型施工企业与国际接轨,提升国际竞争力的必然趋势。当前中国铁路工程总公司成员企业正在积极探索,稳步推进。但作业层如何分离,如何培育、建设、管理、使用,使管理层与作业层既在经济上相对独立,又在功能上成为有机整体,这是我们需要认真研究的问题。我认为本文有一定参考借鉴价值。

Comment: Separating jobbing level from management layer is an inexorable trend for large-sized construction enterprise to conform to the international practice and increase its international competition ability. Nowadays, the member enterprises of Chinese Railway Engineering Corporation are trying to do it and pacing forward. As management level and jobbing level are independent each other in economy and they are an organic and integral part in function, we should seriously consider the following issues, how to separate, breed, construct, manage and use jobbing level.
