随着现代社会经济和科技的飞速发展,社会活动的主要监管者……行政机关,调整社会生活的权限不断扩大,最明显的表现就是行政自由裁量权的增加。自由裁量权的存在一方面提高了行政效率,另一方面为某些行政机关和行政人员滥用职权提供了可乘之机。因此必须对行政自由裁量权加以控制,才能保证行政机关依法行政,保证社会主义经济秩序健康发展。

That administrative discretionary power also increases is the most clear evidence. Administrative discretionary power puts up work efficiency.But on the other hand it gives chances to abuse power. So our country must establish laws to control it. Thus administrative authority will obey the laws and socialist economic order will normally function.
