谈西气东输工程定价机制的创新

价格问题从一开始就成为西气东输工程各方关注的焦点问题,矛盾集中所在。西气东输项目的定价方案通过价格机制创新,在供求之间价格矛盾突出,不同用户之间价格承受能力比较悬殊的情况下,实现了通过价格机制促进西气东输工程上中下游统一规划、同步建设、协调发展。由于西气东输项目的定价方案是针对我国天然气行业的特点设计的,解决了我国天然气行业发展中的热点、难点和关键问题,对我国天然气行业的定价具有普遍的借鉴意义和应用价值。

From the start, the price issue has been a focus of attention of all parties to the West-East Gas Transmission Project. Through innovating in price mechanism, a unified and coordinated development from up-stream through down-stream field has been achieved despite the sharp price difference between supply and demand, and the great disparity in price bearability among users. As the pricing scheme for the West-East Gas Project was designed in view of the characteristics of China's gas industry to crack the hard-nut for the development of this industry, it is widely applicable to the solution of pricing problems in China's gas industry.
