青岛市失地农民就业与社会保障问题对策研究

A Research on the Countermeasures of the Employment and Social Security of Farmers Who Own No Land in Qingdao

在城市化进程中,农村集体土地将大量被征用,大量农民将成为失地农民,城乡结构和产业结构正在经历着深刻的变化,农民就业结构也在发生质变,由于农民失去了土地这一生产资料,解决今后的就业、生存、发展问题将成为矛盾的焦点,其结果必然会影响到社会的安定和发展。因此加强这一问题的研究,特别是加强农村社会保障体系的建立,已成为贯彻十六大精神全面建设小康社会的重要举措。本文就这些问题进行了对策研究并提出了一些积极的建议。

In the process of the urbanization, a great deal of rural land will be expropriated. A lot of farmers will own no land. The urban & rural structure and the industrial structure are changing completely. So is the employment structure of the farmers. Because the farmers don't have any land, their employment, existence and development will become a focus problem. It will affect the social stability and development. Making a research on this problem and establishing the social security system in the countryside are very important ways to carry out the policy of building a well-off society in an all-round way. This paper discusses the problem and puts forward some positive suggestion.
