湖南省全面建设小康社会的教育发展指标体系的结构与功能

摘要 湖南省要实现全面建设小康社会的宏伟目标,必须坚持实施科教兴国战略和人才强国战略,把教育摆到现代化建设优先发展的战略地位。近年来,湖南省顺应教育发展的形势,制订了适应全面科学建设小康社会的教育改革与发展的指标体系,教育实现了跨越式发展,改革取得了突破性进展。但是,湖南省教育面临的挑战依然十分严峻,整体上仍然制约着全省政治、经济和社会发展的步伐。面向21世纪教育振兴行动计划,必须了解全面建设小康社会的教育发展指标体系的结构与功能,才能快速实现教育现代化,以推进全面实现小康社会的宏伟大业。 Today while advancing vigorously the modernization of education to realize the grand goal of building the well-to-do society in an all-round way in a more cost-effective manner we must stick to the strategies of revitalizing the nation through science- education and talent's powerful country  and therefore put education in a strategic position that lets it take priority in modernization drive. In recent years complying with the situation of educational development Hu'nan Province has implemented the educational development index system of building the well-to-do society in an all-round way as a result the educational undertaking has realized the great-leap-forward development and the educational reform has made a breakthrough. However the development of education in Hunan is still facing rather severe challenge for its integral level is still far below the target level required for the all round construction of the well-to-do society. To make the action plan for vitalizing education towards the 21st century we must understand the structure and function of the educational development index system of building the well-to-do society in an all-round way and only on that basis can we promote educational modernization drive practically.
