社会主义政治文明是人类整个文明和世界历史发展的产物,它不可能脱离人类整个文明和世界历史发展进程而发展和进步。20世纪70年代以来,当代资本主义出现了令人注目的新变化,其中最有代表性和全局性的有经济全球化、新科技革命、“第三条道路”和民主化浪潮。经济全球化为我国政治文明建设增加了助推外力,新科技革命引起的社会结构的变化和社会生活的网络化为我国政治文明建设带来了机遇和挑战,“第三条道路”和民主化浪潮的兴起在为我国政治文明建设提供直接借鉴的同时也带来了现实的压力。

The socialist political civilization is the fruit of the entire civilization of human beings and the development of the world’s history. It does not possibly develop or improve disengaging from the entire civilization of human beings and the course of the development of the world’s history. Since 1970s, great changes have appeared in the development of present capitalism. Among them the most representative and collective changes are economic globality, new science and technology revolution, “the third way”, and a tidal wave of democratization. Economic globality is the external thrust of our country’s political civilization.
