The Key to Fighting Corruption is to Build Power Operating Mechanism

当前我国滋生腐败的关键因素是没有建立好权力运行制约机制。要建立好这个机制就要对权力本身进行制约,严格、明确的划定权力行使的范围,以法律的形式规定权力行使的程序,加强以权力约束权力的内部监控机制;就要从规范权力主体和加强权力客体达到制约的目的,引入权力运行不当追究责任制,以权利制约权力;就要加强新闻媒体和社会团体的监督。

The key factor of corruption is that power-operating mechanism is not built successfully. To build this mechanism well, we must restrict the power itself, fix the domain of power wielding strictly and definitely, regulate the procedure of power wielding in the form of law and strengthen interior monitor and control mechanism by using power against power; we must reach the goal of restriction through regulating the subject of power and strengthening the object of power, ascertain responsibility of wrong power operating and use power to restrict power; and we must strengthen news media and social group's supervision.
