评析研究生教育收费制度改革

On the Reformation of Charging System in Graduate Education

伴随经济的高速发展,社会急需更多的高层次人才,因此超常规发展研究生教育是我国经济社会发展的客观要求。但是面对着日益增加的教育开支和补贴,政府财政已不堪重负。实行研究生教育全面收费是扩大中国研究生教育规模和保障研究生教育质量的必然选择。本文在介绍我国研究生教育收费政策的历史和现状的基础上对研究生教育全面收费的必要性进行了讨论,进而提出了收费过程中应该注意的问题。各有关部门应该充分意识到研究生教育实行全面收费的重要性,确保改革工作的顺利开展。

Along with the high-speed development of economy,the society needs more high-level talents badly.So it is the objective request for socio-economic development of our country to develop graduate education hypernormally.However,facing the increased educational expenses and subsidy,the government finance already can't bear the heavy load.It is an inevitable choice to implement an all-round way charge in the graduate education for expanding the scale of China's graduate education and ensuring graduate student's quality of education.In this text,on the basis of the introduction to the history and current situation of graduate education's charge policy,we discuss the necessity that graduate education charge in an all-round way.And then we put forward the problems that should be paid attention to in the course of charging.Every relevant department should fully realize the importance to implement an all-round way charge in the graduate education and guarantee the smooth development of the reform.
