私营企业在黑龙江省对外贸易中发挥着越来越重要的作用,但是其发展受到诸多因素的制约,因此,应采取有力措施规范私营企业的发展,促进黑龙江省对外贸易的发展,给私营企业发展对外贸易充足的权利、平等的竞争环境、相应的法律保护和有效的宏观管理,加强融资,改进技术,进行现代化管理,加强国际合作等。

Private enterprises play a more and more important role in the fo reign trade of Heilongjiang Province, however, they are restricted by many facto rs in the course of development. Therefore, effective measures should be adopted to standardize the development of the private enterprises so as to promoted the foreign trade of Heilongjiang province. At one time, the enterprises should als o be entitled to sufficient rights for foreign trade and equal competition envir onment under the protection of corresponding laws and efficient macro-management by strengthening financing, meliorating the techniques, putting up modernized m anagement as well as enhancing international cooperation.
