The basic concept and contents of recycle economy are introduced systematically. It is believed that, the development of recycle economy is the requirement of sustainable development of the world , the requirement of our country for alleviating the “bottle neck” of energy source and also the requirement for overcoming the trade barrier of international trade. Using advanced experiences of recycle economy in German, Japan and America for reference, the basic ways to develop recycle economy and the main measures to promote the development are mentioned. It is concluded that, developing recycle economy is an irresistible trend. The basic work should be done is the research of establishment of systematic policy and regulations.The breakthrough of key technologies of recycle economy is very important and the people′s active participation is needed.
