党的十六届三中全会提出的“以人为本”的方针政策,对我国的环境立法和司法实践有深刻的指导意义。文章分析了“以人为本”的科学内涵,提出“以人为本”的环境法制建设思想。

This policy not merely has far-reaching inspiration to the legal different fields of political economy of our country, exert a long-term influence also, environment in our country legislate and administration of justice have deep directive significance to practise. This paper analyses the scientific connotation that“human-oriented”, and how to realize such questions as ' people first ' ,etc.
