摘要
“9.11”事件以后,在以美国为主的西方国家出现了一股“新帝国主义论”思潮。其基本内容和理论观点是:“干涉合理论”、“先发制人论”、“主权有限论”、“单极稳定论”、“民主和平论”。美国的民族优越感和历史进程中的救世主义使命意识是“新帝国主义论”的重要思想来源;美国一直存在的通过对外战争、扩张等帝国主义政策谋求利益的传统是“新帝国主义论”产生的历史根源;美国所拥有的超强国力是“新帝国主义论”的物质基础;冷战后国际格局的重大变化为“新帝国主义论”出笼提供了客观条件;“9.11”事件成为“新帝国主义论”的催生婆。
After the 'Nine-eleven Event', there appears a climate of 'Neo-imperialism theory' in the western countries of which the U.S.A. are the leading one. Its fundamental contents and theoretical ideas are 'reasonability of interference', 'preemptive measures-taking theory', 'sovereignty-limiting theory', 'unilateral-stability theory', and 'peaceful democracy theory'. The American national superiority and the errand sense of the Redeemer in the historical process are both the main sources of the 'neo-imperialism theory'. In the U.S.A. there always exists a tradition by which the American government wants to seek profits by carrying out the imperial policies such as launching invasion wars and expansion. This tradition is the historical origin of the birth of the neo-imperialism theory; the super power of the U.S.A. is its materialistic foundation; the serious changes of the international structure after the cold war provide its birth with objective conditions and the 'Nine-eleven Event' becomes the midwife of neo-imperialism theory.
