《宪法大纲》和《重要信条》是辛亥革命前清政府制定的两个宪法性文件。这两个文件既有联系又有区别。但在实质上,他们都是封建专制皇权在资产阶级民主革命下退缩让步的产物。

The Outlines Of Constitution and The Key Doctrines are both constitutional documents made by Qing dynasty before Xin Hai Revolution. The two documents had connections as well as difference. But, in fact both of them were the products of monarchy compromise under the power of democratic revolution of bourgeoisie.
