我国收入分配制度的法律思考

A Legal Consideration on our Income Distribution System

我国基尼系数已超过了国际警戒线水平。造成这一现状的原因甚多,主要是忽视贫困群体基本平等法律权利和不合理的农村制度、财税制度、社会保障等福利制度,以及大量存在的违法收入、灰色收入等。收入分配制度是一项利益分配与再分配的制度,其基本原则是公平合理,其底线是保障所有社会成员的基本生活需要。政府在收入分配中的基本职能是平衡各阶层的利益,保护弱势群体和贫困阶层。

Our Gini Coefficient has been reached to the international alertness line level. The cause of the situation is mixed and the mainly aspects are those of disregarding the legal equality right of poverty group, existing of unreasonable systems of rural, fiscal and taxation and social security etc. Income distribution system is a system of interesting allocation and reallocation, its principle must be equal and reasonable and its bottom line is to safeguard basic life necessity of all of social member. The basic function of government in the income distribution is to balance the interesting of each group of society and especially to protect the vulnerable group and poverty group.
