试析普京“翻番”目标的实现途径

AN ANALYSIS OF HOW TO ACCOMPLISH PUTIN'S COAL OF DOUBLING GDP

普京执政以来,俄罗斯的经济形势不断好转,其主要的宏观经济指标出现了止跌回升的情况。俄罗斯国家统计委员会的资料显示,1999—2002年俄GDP增长率分别为5.4%、9%、5%、4.3%。在这种背景下,普京总统提出了GDP翻一番的目标。然而应当看到,除了经济发展的有利因素外,俄经济中尚存在许多对经济发展不利的因素。这些因素阻碍了普京"翻番"目标的实现,所以该战略的实现具有一定的难度,需要实施一系列切实可行的措施。

Since Putin came to power,Russia's economic situation is taking a turn for the better;some of the main macroeconomic indexes have not only stopped declining but gone up.According to the data from Russian State Statistical Committee,the growth rate of Russian GDP from 1999 to 2002 was 5.4%,9%,5%,4.3% respectively.In such a context,President Putin put forward the goal of doubling GDP and believed that Russia had entered the period of pohtical and economic stability now and became an independent state in finance and international affairs.But it should be known that except these favorable elements for economic development,there are still many unfavorable factors in its economy,which will hinder Putin's goal of doubling GDP.Therefore it is not easy to achieve the goal without a series of adequate measures in policy.
