风景区总体规划是综合性规划,在风景区规划编制过程中,有关方面应在总规或详规阶段充分协商,尽力完善。在国家风景区内,离开总体规划再做条条系统或块系统独立性规划,不仅没有必要,还会导致条块分割,各自为政的破坏性开发后果。

The master planning of a scenic spot is a comprehensive planning,of which the special tour- ist sightseeing planning is an integrated part and there is no need to carry out a special tourism plan- ning for the scenic spot because full consideration has been given to the consultation and perfection of the planning at the stage of master planning and detailed planning for the planning of the scenic spot. Therefore,within the national scenic spots,it is not only unnecessary to carry out separate planning for band system or patch system without consider- ing the master planning,but it also misleads the divi- sion of band and patch and results in the destruc- tion of the results of development by separate planning.
