摘要在市场经济条件下,国家风景名胜区不可避免地存在资源保护与开发之间的矛盾,其中涉及到国家风景名胜区主管部门、风景名胜区管委会、相关事业单位、各类开发企业、当地居民等各方面,国家风景名胜区风景资源保护与开发之间的矛盾,实际上体现了上述各方利益关系的冲突。为了从根本上解决风景资源保护与开发之间的矛盾,需要构建合理的利益机制。 Under the market economy,it is inevitable that there exists with the national scenic spots the contradiction between protection of resources and development.These contradictions are related to various units and individuals such as the depart- ments in charge of the national scenic spots,devel- opment companies of various sorts, and the local residents,etc.In fact,the contradiction between pro- tection of resources and development in the na- tional scenic spots is a demonstration of conflict of interest among parties mentioned above.Therefore it is necessary to establish a proper interest mecha- nism to radically solve the contradiction between protection of resources and development in the scenic spots .
