A Look at the Change of Govern-ment Functions from the Change in Urban Development

在经济体制转型和政治体制改革阶段,中国城市政府的职能调整、目标设定、政策选择将决定城市的未来。中国城市政府职能转变的重点是:强化规划职能,确定城市发展战略和目标,协调城市的空间布局和各项建设;强化建设和完善公共物品的职能,为强化城市聚集功能和辐射功能奠定基础。

At the time when the economic system and political system are undergoing changes,the future of cities in China will rely heavily on the ad- justment of government functions,the setting of goal, and the selection of policies.The key points in the change of government function include the following:intensifying efforts in planning management, setting the strategic goal for urban development,coordinating urban spatial arrangement and various kinds of construction,intensifying ef- forts in construction and perfecting the function of public facilities so as to lay a foundation for en- hancing the function of aggregation and radiation of the city.
