摘要
传统层级制体系对我国在市场经济条件下进一步实现行政民主和提高管理效率构成了障碍。通过推行规划垂直管理并不能从根本上解决问题,反而会加剧层级制的自我强化现象。“新公共管理”理论的4种行政模式体现出多元化与弹性化趋势。我国可借鉴发达国家运用“新公共管理”理论的成功经验,强化政府的公共干预与放权政策在规划管理领域的应用。
The traditional hierarchy system has be- come a hindrance to the realization of democracy in administration and to the improvement of adminis- tration efficiency in China under the market economy. The problem can not be rooted out through the imple- mentation of the top-down administration style.In- stead it can only intensify the hierarchy system. The four patterns in the theory of'New Public Administration'have reflected the tendency of di- versity and flexibility.By using as an example the experience of developed countries in application of the theory of 'New Public Administration',China can enhance its application of the policy of public inter- ference and transferring power to the lower level in the field of planning administration.
