当前,规划管理体制中建设项目规划许可审批制度应加强审批的严肃性、精细性,引进政府行动规划理念,发扬规划的公开性、参与性,强调规划检查要到位、执法要严肃。

Presently,attention should be paid to the seriousness and elaboration in examination and approval in the system of planning examination and approval for construction projects in the whole sys- tem of the planning administration.The concept of governmental action planning should be introduced to carry forward the publicity and participation in planning and prominence be given to the aim of reaching the designated goal and execution of law in the planning inspection.
