战略环境评价是环境影响评价在战略层次上的应用,是从战略的源头控制环境问题产生的有效手段,而建立战略环境评价指标体系是开展战略环境评价的前提.通过分析战略环境评价指标体系的内容、类型、设置原则和筛选过程并结合山东省电力工业发展现状,在DSR的框架下,按照指标的物理属性,建立了山东省电力发展战略环境评价的指标体系.该指标体系具有简明、综合、代表性和可比性强等特点,能够充分反映山东省电力发展对社会、经济和环境复杂统的影响.

<Abstrcat>The actuality of electric power industry in Shandong Province are introduced. The content, type, principle of setting, screening procedure of SEA indicator system are analyzed. The SEA indicator system for electric power development of Shandong Province are established, according to the physical attribute of indicators, under the frame of DSR. The indicator system is concise,integrated,representative and comparable. It is suitable to assessment the complex impact caused by electric power development.
