A university is a cultural organization in nature with a special function, and to operate a university scientifically is a basic requirement. They both are closely related. Philosophy of higher education focuses upon the nature of a university and upon its management pattern. It is the theoretic foundation of a university, consisting of the concepts of responsibility, nature, management and value of running a university.
