A study on cultivated land protection based property right theory

运用现代产权理论,分析了当前中国农地产权的不完整、耕地保护的失效面及其引致效应;提出了有效实现耕地保护的建议:赋予农民最真实、最充分的农地产权;约束政府行为。

Using the modern property right theory, analyzed the non-integrity of property right on China farmland. Therefore, it points out the current failure on cultivated land protection and its consequences. Based on these, thought that the effective way on cultivated land protection should be: authorizing the farmers the complete cultivated land property right; restraining the government`s behaviors.
