It is significant to promote the building up of mineral resources exploring and mining rights market, which is the need of protecting and rationally utilizing mineral resources, an effective approach to accelerate mineral resources exploration and development by market-oriented mechanism, an inevitable requirement of China's WTO entry, an important measure to realize and protect the state-owned rights of mineral resources and also to speed up the regional economic development. The building up of mineral resources exploring and mining rights market has made a breakthrough achievement: up to now there are more than one half of provinces(autonomous regions and municipalities) having worked out policy measures to standard and cultivate the building up of exploring and mining rights market, and about two thirds having sold exploring and mining rights by means of paid rights transferring, such as bidding and auction. At present, we should continue to deepen the reform of paid use system of mineral resources, to improve the system measures, to strengthen planning and management information service system, and to rectify and standard mineral resources management order.
