随着改革开放的不断深化和社会主义市场经济的不断发展，城市建设和管理重心有所转移，社区承担的社会功能日益增多。社会转型期经济关系的变化和利益关系的调整使更多的“单位人”进入社区转变为“社会人”，原来依据单位来开展思想政治工作的格局已不能适应新的要求。因此，如何发现社区思想政治工作中的新问题，并找出对策，使得社区思想政治工作能有效开展，是我们思想政治工作者的重要任务。

With the deepening of reforms and the development of socialist market economy, the center of city construction and management is transferred, which makes the communities shoulder more social functions. The change of the economic relationship and the adjustment of benefit relationship in this social transitional period make more 'company persons' enter into communities and turn into 'social persons'. The practice that ideological and political work is carried out by the companies can no longer meet the new requirement. Hence, how to find out the new problems in the ideological and political work in communities and come up with countermeasures to make the job develop efficiently has become very important. It is the main task for ideological and political workers.
