为了保证现代社会的全面可持续地发展,为了实现一个地区、一个单位、一个部门的和谐运动,必须实行有序的组织和管理。所谓有序,就是要设置保证系统正常运作的科学程序。只有程序设置科学,才能保证实现最后的最佳结果,这对于实现全面建设小康社会,开创中国特色社会主义事业新局面的伟大目标是至关重要的。党的十六大报告第一次提出加强制度建设的程序化问题。程序化建设包括程序设置的科学性、公开性、合法性及艺术性、有效性、可持续发展等内容。除此,还必须完善监督机制,即建立监督的法律程序、道德程序、时间程序、空间程序、角色程序和审批程序等。
