国务院出台《劳动保障监察条例》分析

The analysis of "the regulations on labor protection and supervision" issued by the State Council

新出台的《劳动保障监察条例》已经开始实施,该政策是针对劳动保障制度和执行中的一些问题制定的,尤其是拖欠农民工工资问题,本文从公共政策制定的角度,分析制定政策的原因,并对该项政策进行预测和分析以及一定的思考。

The lately issued < the regulations on labor protection and supervision > has been put into effect already. The policy is made just for solving the problems in the labor protection system and during its implement, especially for the problem of arrears of peasant workers' pay. Taking a view of making the public policy, this paper analyzed the reason of making the policy and predicted the policy as well.
