Employing the basic points and methods of historical materialism, this paper expounds the scientific intension of the idea of 'people come first', discusses its objective trend and contemporary value, and concludes that the overall development of man is the terminal objective of the 'people-come ?first' idea, and that the harmonious development of man is the contemporary value of this idea in the socialist period.
