摘要
教育投资力度不够和人才结构不合理使黑龙江人才的短缺问题十分突出。目前 ,黑龙江经济发展处于关键时期 ,国家实施振兴东北老工业基地战略 ,加大对黑龙江的投资力度以后 ,已对人力资源产生了新的需求。黑龙江省应进一步发展高等教育实施培养人才、建立新人才机制 ,以吸引人才、留住人才的对策 ,开发人力资源 。
Shortage of talent and insufficiency of education investment in Heilongjiang is outstanding. At present, Heilongjiang economy is in key time, the state carry out strategy of reconstruction for northeast old industrial sectors and increase investment, which bring the demand of human resource. Heilongjiang cultivate talent through developing higher education, set up new talent mechanism and policies to attract talent and retain talent, and tap human resource, furthermore, promote economic development in Heilongjiang.
