招标文件是在招标活动中反映招标方采购意图和招标程序安排的具有法律效力的唯一书面文件。评标委员会由买方、招标机构及有关专家等五人以上单数组成 ,其中技术、经济、法律等方面的专家不得少于半数。主要是审查投标方的《营业执照》、《医疗器械经营许可证》 ,投标产品的《医疗器械注册证》 ,投标产品的《代理授权书》等证书的真实、有效性。
