Energy development and utilization is the important source of environmental pollution and ecological damage. According to the requirements of sustainable development, establising a complete set of sustainable energy legal safeguard system and ensuring the har- monious development of energy source and social economy and environment is the common choice of all countries in the implementation of sustainable de- velopment strategy.
